Your best long-range weapons are going to be your greatest tools to bring along, along with Fruits like Light that give you the speed you will have to use well to stay out of the Island Empress’ range. Going toe-to-toe against her Dark Step fighting style isn’t recommended, with the risk of unpredictable, highly damaging attacks being thrown at you almost constantly.

That does not mean that you are safe at range. She sends out projectile attacks that hit hard and launch quickly, meaning that you need to stay on the move while being ready to quickly dodge left or right as you launch attacks of your own to whittle away at her health.

With a little patience and skillful dodging, the Island Empress should fall, leaving you with $30,000 and 70,000,000 EXP for your troubles. She also could drop the Serpent Bow if you happen to keep farming this encounter for it, along with a diminished reward in Cash and EXP.
