To make your way to the location, get back to Limgrave and make your way to the Dragon-Burnt Ruins. Once you reach the ruins, go to the northern side of the ruins and you will see a staircase going downwards. Climb down the stairs and you will reach a chamber.

Keep progressing and you will reach the Street of Sages Ruins. Use your Torrent to roam around the location, and eventually, you will find a set of stone steps. Climb up these steps and you will see a building. Enter the building and look for a room with a dead body. This room has multiple Scarlet Rot plants to defeat.
