The clip shows that the female prisoner is sitting in front of a toilet bowl and constantly raising her hands like she is praying to god. NPCs often pray to god for different reasons, and Bethesda is quite famous for creating these types of NPCs. But this prayer is weird, and this strange behavior is added without any prior notification.
The moment this clip was shared, players started enjoying it, and a roll of laughter passed through the community.

The unique praying posture of the prisoner was witnessed by many players, and as soon as they found it on Reddit, they started assuming what this behavior meant. While some players have assumed that this prisoner may have a connection to the Starborn community and that she is praying to it, others have taken it jokingly.
